Pre-approval request - DebConf Video Sprint @ FOSDEM 2018

Dear Debian Leader and Treasurer

The video team is planning a video team sprint in Belgium leading up to
FOSDEM between 2018-01-29 and 2018-02-02.

We are requesting pre-approval of €1700 for the event, of which most
will cover travel costs for 2 individuals and a bit for refreshments:

 * €800 - Travel and associated costs for Kyle Robertze
 * €800 - Travel and associated costs for Jonathan Carter
 * €100 - Refreshments
